Ders devletin oluşumu ve dönüşümü ile alakalı devlet inşa teorilerini tartışıp anlamlandırarak, tarihsel süreçte devletin değişen fonksiyonlarını ele almaktadır.

Avrupa merkezli ve Avrupa dışı devlet oluşum süreçleri incelenerek, devletin günlük hayattaki yeri ve önemi üzerinde durulacaktır. Ders siyaset felsefesinde yer alan devlet oluşum teorilerini tartıştıktan sonra, siyaset bilimi içinde karşılaştırmalı olarak tehdit temelli devlet anlayışı ve economik kökenli devlet anlayışlarını ele alacaktır. Devletin günlük hayattaki yeri, ve ekonomideki rolü masaya yatırıldıktan sonra, uluslararası ilişkilerde devletin fonksiyonu, farklı teoriler bazında devletlerin nasıl hareket ettiği ve birbiriyle hangi saiklerle etkileşime geçtiği tartışılacaktır. Son olarak günümüzde devletin rolü, etki alanı, çok uluslu şirketler ve devlet dışı aktörlerin devletin otoritesine etkisi gündeme getirilecektir.

Öğrenciler haftalık okumaları yaparak, hazırladıkları sorularla derse katılım sağlar. Okumaların temel noktaları anlatıldıktan sonra, sorularla oluşturulan tartışma ortamı ile öğrencilere eleştirel bir bakış açışı kazandırılmaya çalışılır
